    Association

    1.2 Definitions

    Association shall refer to Member Associations and not the Inter-Association or the Northern Ontario Women’s Curling Association.

    Playdowns shall refer to the competition among the Associations leading to a representative for Northern Ontario at National Level.

    Association Chairperson: People in charge of various events of the Association.

    Provincial Chairperson: People in charge of various events for Curl Northern Ontario.

    II.General

    II.1 The membership of Curl Northern Ontario shall consist of:

    Northwestern Ontario Ladies Curling Association

    II.2 The five Associations shall have equal power in all matters.

    II.3 The objects of Curl Northern Ontario are to promote the game of curling in Northern Ontario through competitions and otherwise; to foster co-operation and goodwill among the Associations; to co-ordinate and standardize such regulations and other matters that affect the Associations.

    II.4 The Annual Meeting of Curl Northern Ontario shall be held at the time of the
    Curl Ontario Annual meeting held in June of each year and at a place determined by Curl Ontario or at the call of the chair.

    II.5 Each Association shall appoint two voting delegates to the Annual Meeting.

    II.6 Where one delegate only represents an Association, that delegate shall be permitted two (2) votes.

    II.7 Only the voting delegates or voting alternates(s) shall speak to the meeting.

    II.8 Voting on issues by proxy will be permitted by written consent only.

    III. Hosting Association - Annual Meeting

    III-1 For the purpose of the responsibility for the annual meeting, the following rotation has been established:

    III.2 Duties of Hosting Association

    III.3. Secretary-Treasurer

    The Secretary-Treasurer of the hosting Association shall ensure that within
    30 days, each Association's Secretary-Treasurer shall receive no less than three (3) copies of the Minutes of the Annual Meeting.

    Each Hosting Secretary-Treasurer shall provide:

    (a) Notice of the annual meeting and agenda
    (b) Facilities for the Annual Meeting.
    (c) Minutes of the previous meeting.

    III.4 The Hosting Association shall provide the Chairman and the secretary for the Annual Meeting.

    III.5 The minutes of each annual meeting shall include the cycle of the Provincial Playdowns covering the present playdowns, the two previous and the two future.

    IV. Annual Meeting

    IV.1 Order of Business

    The order of business at any Annual Meeting of Curl Northern Ontario shall be as follows:

    (1) Chairman's remarks
    (2) Introduction of Association delegates
    (3) Minutes of the previous meeting
    (4) Business arising from the minutes
    (5) Financial and Sponsorships
    (6) Hi-Lites of Provincial Championships:

    (a) The Provincial Junior Men's Curling Championship
    (b) The Provincial Junior Women's Curling Championship
    (c) The Mixed
    (d) The Provincial Senior Men's Curling Championship
    (e) The Provincial Senior Women's Curling Championship
    (f) The Provincial Men's Curling Championship
    (g) The Scott Tournament of Hearts

    (7) New Business
    (8) Alterations to the Agreement
    (9) Confirmation of:
    (a) Provincial Chairmen
    (b) Playdown Sites and Dates
    (10) Adjournment.

    V. Provincial Chairmen

    V.1 There shall be a Chairperson of:

    (a) Mixed Curling
    (b) Junior Men's Curling
    (c) Junior Women’s Curling
    (d) Senior Men’s Curling
    (e) Senior Women’s Curling
    (g) Men's Curling
    (g) Women’s Curling
    (h) Sponsorship and Finance
    (h) N.O.C.I.A. Delegate
    (i) N.O.W.C.A. Delegate

    VI Duties

    Association Secretary-Treasurer

    VI.1 Shall inform the Secretary-Treasurer of the Association hosting the Provincial Playdowns, with a copy to the Host Club, as to the names and other pertinent facts of the Association's representatives to the applicable Northern Ontario Playdowns. This information must also be forwarded to the person responsible for the Curl Northern Ontario website.

    VI.2 Shall within 30 days of the Association's Annual Meeting, transmit to the other Associations, minutes of their Annual and other general Meetings of their respective Associations together with an organization chart which shall show the names and addresses of all Executive Officers of that Association plus member clubs, preferably divided into zones.

    VI.3 Each Association Secretary-Treasurer shall, prior to the first day of October of each year, submit to all Association Chairpersons their schedule of playdowns leading to the Northern finals for his/her information and concurrence.

    Curling Chairpersons

    VI.4 The Curling Chairperson(s) shall be the senior official in case of dispute in all
    matters relating to all Provincial Playdowns.

    VI.5 Shall confirm dates and locations of all Provincial Playdowns.

    VI.6 Shall ensure a Northern Ontario representative team is at all C.C.A. sponsored National events.

    VI.7 The Provincial Chairperson or his/her proxy shall attend the Provincial Playdown under his/her jurisdiction to ensure that the event is properly conducted in accordance with Curl Northern Ontario and C.C.A. Rules and Policies.

    VI.8 Shall ensure that those responsible for National Playdowns be informed as to Northern Ontario's representatives.

    N.O.C.I.A. and N.O.W.C.A. Delegate

    VI.9 Shall act as Northern Ontario's representative on the Canadian Curling Association Annual General Meeting without cost to the Provincial Association. If unable to attend, will appoint one of the Northern Ontario C.C.A. delegates or executives from his/her Association to act in his/her place.

    Sponsorship and Finance Chairperson

    VII.1 Shall act as Northern Ontario's spokesperson in all dealings with existing and potential Provincial sponsors.

    VII.2 Shall keep an accurate record of all monetary transactions dealing with funds derived from sponsors.

    VII.3 Shall ensure sufficient supplies of all Provincial awards, including crests, pins, plaques etc. and shall forward all appropriate awards to the site of the Provincial Championship.

    VII.4 Shall submit a written report to the Annual Meeting of Curl Northern Ontario; such report will become part of the Minutes of that meeting.

    VIII Competitions

    VIII.1 The teams to represent Northern Ontario in the annual C.C.A. National Championship for the Men's competition, the Senior's competition, the Mixed competition and the Junior competition shall be the winners of the Northern Ontario Provincial Playdowns to be held between the Associations.

    VIII.2.a In all of the Northern Ontario Provincial Playdowns, except the Men's Provincial Championship, there shall be a maximum of two (2) teams from each Association. If there are less than two teams, the vacant spot will be drawn as a bye.

    VIII.2.b For the Men's Provincial championship, there shall be a maximum of nine
    teams; each Association shall have three teams.

    VIII.2.c For the Women’s Provincial championship, there shall be a maximum of ten teams; four teams representing Northern Ontario and six teams representing Southern Ontario Associations or as per All Ontario Scott Agreement.

    VIII.3 Associations hosting two Playdowns will arrange to have them played at
    different sites, except in the case of Senior Men and Junior Men, which will be played at the same site as the Senior Women and Junior Women.

    VIII.4 All rules and regulations as printed in the Provincial manuals shall be followed.

    VIII.5 Provincial Finals for all events are to be held not later than the weekend three (3) weeks prior to the National Finals.


    VIII.6 The requirements for holding a Playdown will be as follows:

    (a) Artificial ice
    (b) Four sheets of ice for Men's and Mixed
    (c) Three sheets of ice for Mixed
    (d) Five sheets of ice for Senior Men and Senior Women which will be held at the same club at the same time
    (e) Five sheets of ice for Juniors Men and Junior Women which will be held at the same club at the same time
    (f) Five sheets of ice for Women's
    (g) Matched rocks
    (h ) Lunch facilities should be provided at the rink

    VIII.7 Competitions for Senior Men and Junior Men shall be a single round-robin draw with the top two (2) teams advancing to a two-loss playdown.
    Competitions for The Mixed shall be a single round-robin draw with the top two (2) teams advancing to a sudden death playdown. (

    Competitions for Senior Women and Junior Women shall be a single round-robin draw followed by a page system playdown.
    Competition for the Provincial Men's Playdowns shall be a single round- robin draw with the top four (4) teams advancing to a page system play-off.
    Competition for the Provincial Ladies’ shall be a single round-robin draw with the top three (3) teams advancing to a play-off.

    VIII.8 Practice ice is to be made available to teams prior to the start of the Competition.

    VIII.10 In the event of Joint Hosting, the Association responsible for site selection shall ensure that the event is held in the geographical boundaries of the Men’s Associations as shown above.


    VIII.11 In the event of Joint Hosting, the Clubs eligible to bid on the event must be affiliated with both the Men’s and Women’s Associations.

    IX Duties of Club Hosting Playdown(s)

    IX.1 To inform all Associations of the relevant details of the playdowns.

    IX.2 Arrange hotel or motel accommodations for teams and delegates.

    IX.3 Provide first class ice and rocks.

    IX.4 Provide local transportation for teams and delegates from accommodations to rink and airport if required.

    IX.5 To contact Sponsorship Chairman to assure prizes arrive a week in advance of playdowns and have trophies on hand for presentation.

    IX.6 To provide the necessary umpire and officials for each draw.

    IX.7 A banquet shall be provided for the participants and delegates. The cost shall be the responsibility of the Host Club, Host Association and Sponsor.

    X Shared Expenses

    X.1 Each Association is responsible for the expenses of their Delegates to the Annual Meeting.

    X.2 Each of the Men's Associations will share responsibility for the provision of blazer crests, back crests, pins and medallions, as shall from time to time be decided at the Annual Meeting.
    Each of the Women's Associations will be invoiced for supplies used, at cost.
    X.3 The Inter-Association shall provide to the teams qualifying for the National playdowns the following:

    (a) 4 Blazer crests for Seniors and Mixed
    (b) 5 Blazer crests for Men’s and Juniors
    (c) 4 Back crests
    (d) 48 Northern Ontario pins (for Seniors, Mixed and Men’s)
    60 Northern Ontario pins (for the Juniors)
    (e) 12 extra pins for the Provincial Junior and Men's Chairman, (if attending the Nationals
    (f) 4 Winner's medallions for Seniors and Mixed
    (g) 5 Winner’s medallions for Men’s and Juniors
    (h) 50 Pin cards.
    X.4 Northern Ontario pins be made available for special events or under special circumstances by action at the Curl Northern Ontario Meeting. They shall be made available to other individuals at a price determined by Curl Northern Ontario.

    X.5 The official colours of Northern Ontario shall be forest green with gold accessories and all crests shall be designed to compliment this combination. Teams will outfit themselves in this manner.

    XI Eligibility and Substitution

    XI.1 Eligibility

    Eligibility to compete in the Northern Ontario Playdowns must be in accordance with the C.C.A. Rules as published in the C.C.A. Curling Rules unless an Association has rules which augment the C.C.A. rules.

    XI.2 Substitution

    XI.2.a To commence play in the competitions, each team must consist of four players.

    XI.2.b When the Association Secretary advises the Provincial Chairman of the names of the teams who will represent the Association in the Provincial Playdowns, and a valid reason exists for a substitute prior to the start of the playdowns, the Association secretary of the team involved shall notify the Provincial chairman the name of the substitute; however, the reason of the substitute must be approved by a majority vote of the Association Presidents and Secretaries present at the competition.

    XI.2.d All players must conform to the C.C.A. eligibility rules outlined in the special rules section of the C.C.A. Curling Rule Book covering the various National events.

    X.2.e Should a team be unable to ice more than two of it's original team members prior to the start of the Northern Ontario Playdowns, then that Association runner-up team will represent that Association involved.

    XI.2.f Any situation not covered above will be resolved by the Provincial Chairman or designate.

    XII Amendments

    XII.1 This agreement supersedes all previous agreements and is effective at the
    below noted signing date by the accredited delegates to the
    2000 Annual Meeting.

    XII.2 It shall only be amended in any part upon a two-thirds majority vote at any subsequent Annual Meeting.
